Celebrate Governor Patrick’s Drowning Prevention Proclamation!
May is Drowning Awareness Month in Massachusetts
Boston, MA-Representatives of the Drowning Prevention Foundation, the Massachusetts Department
of Public Health, Safe Kids-Western Massachusetts, , and Boston Children’s Hospital will join Derek Frechette and The
Safety Institute’s Survivors Network in hosting a press conference to celebrate May as Drowning Awareness Month, and
to urge the Massachusetts House to pass Christian’s Bill, named after Christian Frechette, who drowned in 2007 at a
local summer camp.

Governor Patrick has declared May to be “Drowning Prevention Awareness
Month” in the Commonwealth. Now, leading safety organizations have joined forces to present this special day of Celebration,
Education and Advocacy.Join
us Thursday, May 17, 2012, 11am, at the State House, Room 437Christian’s Bill calls for Massachusetts recreational camps to have a system
in place to have Coast Guard approved personal flotation devices (life jackets) available for non-swimmers and at-risk swimmers
at natural bodies of water. In addition, it provides that no camp shall refuse a parent or caregiver from providing a Coast
Guard approved personal flotation device (life jacket) for a minor to use at camp.
Drowning happens quickly and silently.
The more we know, the more lives we can save.

is hereby amended by inserting the following definition:- "Amphibious landing vehicle”, a motor vehicle that can
travel on land and water. SECTION 2. Section 5A of said chapter 90B, as so appearing, is hereby amended by inserting after the first sentence
the following sentence:- Each amphibious landing vehicle shall have 1 Coast Guard approved personal flotation
device of Type I, II or III that shall be in a readily accessible location for each passenger under 10 years of age.
SECTION 3. Said chapter 111 is hereby further
amended by inserting after section127A the following section:- Section 127A½. (a) A board of health shall adopt rules or regulations requiring
recreational camps for minor children under its jurisdiction to have a system in place to have Coast Guard approved personal
flotation devices of Type I, II or III available to non-swimmers and at-risk swimmers who will be present in a swimming or
diving area, excluding swimming pools, wading pools and other artificial bodies of water.
(b) A determination shall
be made of each minor’s swimming ability at the first swimming session at a recreational camp in order to identify and
classify non-swimmers and at-risk swimmers. Minors attending a recreational camp shall then be confined to swimming areas
consistent with the limits of their swimming skills or to swimming areas requiring lesser skills than those for which they
have been classified.
(c) No recreational camp for minor children shall refuse, decline or otherwise prohibit a parent,
guardian or person with custody of a minor from providing a Coast Guard approved personal flotation device
of Type I, II or III to such recreational camp to be used by the minor for the duration of the minor’s attendance at
such camp.

On July 13, 2007 our 4 year old son Christian passed away from Drowning at a local
town run camp. We have started a Non-Profit organization to provide life jackets to all children at all camps, lakes, beaches
and town run pools across the state of Massachusetts (Currently not required or wanted). Your donation, monetary or USCG
Approved Life Jackets would be greatly appreciated as we strive to save another family from going through this preventable
pain. I have also started a Consulting business to help others prevent this preventable tragedy. Please visit my Consulting

Our son Christian, drowned in our town run camp. He was there for 2 hours on his first
day and the 5 staff members and lifeguards didn’t see him. We are in the process here of changing laws and
have started a Non-Profit to change some of this law and provide USCG Approved Life Jackets to all lakes and ponds and possibly
beaches where kids can get a free loaner jacket. We set it up this way so all children will be safe even if they cant afford
to buy one. We are a tax deductible Non-Profit.
All proceeds will benefit
the Christian E. Frechette Memorial Fund (supporting child water safety programs and safe play for kids). We are asking

Did You Know? In 10 states - Alaska, Arizona, California, Florida, Hawaii, Montana,
Nevada, Oregon, Utah and Washington - drowning surpasses all other causes of death to children age 14 and under. Children
who die (86 percent) are found after 10 minutes. Nearly all who require cardiopulmonary resuscitation (CPR) die or are left
with severe brain injury.
One child drowns every minute across the globe. 600,000 children per year. An estimated 3-4 children almost
drown every minute and are permanently impaired. Please join me to stop this preventable problem.
58% of parents do not consider drowning a threat to their children (Safe Kids USA),
yet it is the #1 killer of infants and young children in 18 states (including FL) and 2nd nationally, claiming lives of approximately
4,000 children each year and leaving another 12,000 with some form of permanent brain damage.
